You searched gaming pc streaming after an r/buildapc thread, a Linus OBS walkthrough, or a Newegg «streamer ready» prebuilt — and every list mixes Core i9 + GT 1030 towers with $1,200 boxes that cannot run Cyberpunk + OBS without stutter. Playing and streaming at the same time is not «a normal gaming PC + OBS». NVENC, x264, or AMF: where does the load go when you stream?
OBS Studio offers two encoding families: x264 (CPU) and NVENC (NVIDIA) / AMF (AMD). Most US Twitch and YouTube creators use NVENC — the encoder offloads work to the GPU already rendering the game instead of stealing threads from a Ryzen 5 or i5 already under load.
RTX 4000/5000 cards ship NVENC 8th–9th gen: an RTX 4060 or RTX 5060 can encode 1080p 60 FPS in H.264 or AV1 with often < 5% FPS impact in Fortnite, Valorant, or Apex. x264 still works if you lack a recent NVIDIA card — but you need a strong Ryzen 7 / i7, not an entry i5.

CPU: Ryzen 5 5600 or Core i5-12400F minimum — simultaneous streaming needs 2–4 extra logical threads versus gaming alone. Below that (i3, Ryzen 3), OBS and the game fight for the same cores.

Recommended OBS settings (Twitch / YouTube US)
