RTX 4060 wins frames per dollar at 1080p — Valorant, CS2, Fortnite ranked, Apex, story RPGs on a 24" 1080p 144 Hz panel. RTX 4060 Ti is the rational pick if you already game at 1440p or you are buying a 27" QHD 144 Hz monitor this year.
Worked example: Cyberpunk 2077 raster ultra — ~99 FPS (Ti) vs ~88 FPS (4060) at 1080p; ~73 vs ~58 FPS at 1440p. That is not double the performance, but at QHD the 4060 often drops to medium-high or DLSS Quality while the Ti holds high/ultra.
